Former Air Force JAG & Senator Lindsay Graham (R-SC) questioned military officials last week on whether Obama can legally wage war and send US troops to ANY place in the world to fight terrorists.
The Brass said that Obama could - and Graham agreed.
The only legal rationale for this theory is the 2001 AUMF.
One lone Independent Senator from Maine - Angus King (insert joke here) - called Graham and the military to account. King assured everyone in the room that Congress alone has the power to declare war and the AUMF does not replace the Constitution.
